One possible solution is to make sure you have no hide columns/rows. Secondly, select all columns that 'appear' to be blank to the right of your data and then delete them... repeat the same process for all rows that 'appear' to be blank under row 23. Sometimes these rows/columns contain info that is not visible and is only detected by the import validation process.
